Technical Officer: Monitoring and Evaluation X1
Main purpose of the job
To provide USAID Sexual HIV Prevention Program (SHIPP, Gauteng, KZN, Mpumalanga, Pretoria office) with program monitoring and evaluation guidance and support, including supporting development of results framework, training staff to identify results, and reporting to the project and partners on indicators and results.

Key performance areas
• Responsible for all monitoring and evaluation activities in the specified districts or local areas.
• Ensure that the quality of project monitoring and evaluation are of international standard and quality by supporting the development and implementation of appropriate mechanisms to ensure quality and documents lessons learned and best practices in M&E, according to USAID and PEPFAR guidelines.
• Supports and coordinates the local M&E technical assistance in project monitoring, targeted evaluation, and surveys provided to the sites, including interacting with other Technical Officers, Implementing Agencies and local research groups on needs and ensuring that local monitoring and evaluation staff, consultants and partners can fulfil these needs.
• Oversees technical support to Community based organisations and provincial health authorities to develop their capacity for data analysis, use of evaluation tools and processes, and use of data for decision making and program design.
• Provide technical support in targeted evaluation (including sampling strategies, analysis and presentation of data) to local research groups working with the program, and manages and conducts special surveys (as required) to collect data on specific indicators contained in PMPs or to respond to USAID, or partner assessment/evaluation requests. In collaboration with SHIPP field staff document lessons learned and best practices from programming, including dissemination plans
• Work with the Quality Assurance team leader to: manage technical review of all documents and ensures quality of project written and technical communications; support the Senior Technical officer in the production of the semi-annual and annual reports and updates of the PMP results, including all reporting to clients; develop and implements knowledge management strategies through a variety of mechanisms, including websites, success stories, newsletters, and multimedia projects.
Required minimum education and training
• Degree in health or education policy development, implementation, or evaluation, public health, or other directly related discipline
• At least 3 years demonstrated experience working with large and multidisciplinary teams, especially where teams do not sit together familiarity with USAID and PEPFAR environment, as well as M&E work and indicators from, SAID, and SAG
• Strong writing, editing and communication skills
• Experience working with professional technical staff to support them for M&E needs
• Good interpersonal skills and relationship management
